Peer-Review Policy

All the manuscripts submitted for publication to BESLI are peer-reviewed by members of the Editorial Board and external experts. BESLI has a «double-blind» review process: the reviewers remain anonymous to the authors and the authors are likewise unknown to the reviewers. The Editor-in-Chief and the editorial staff of the journal should ensure the confidentiality of the names and other information concerning the reviewers. However, if necessary, when deciding whether to involve a new reviewer, the latter might be informed of the names of previous reviewers.

The Editor-in-Chief, Deputy Editor(s)-in-Chief, and/or the Executive Editor conduct the initial examination of the submitted manuscript. At this stage it is decided whether a manuscript is original and corresponds to the aims and scope of the journal.

Manuscripts written by students of postgraduate (doctoral), graduate (master), and undergraduate (bachelor) programs are considered for publication only if their authors submit a positive feedback statement from their scientific consultant/research supervisor, which clearly states that they recommend the article for publication and have conducted a thorough plagiarism check of the article. Articles authored by students of bachelor and/or master programs may be published only in co-authorship with their scientific consultant/research supervisor.

The Editor-in-Chief, deputy Editor(s)-in-Chief, and/or the Executive Editor then make a decision as to the selection of the appropriate reviewer for the submitted paper. The reviewers are matched to the article according to their close research interests, experience in studying the topic and/or working in the area under the study. However, whenever possible, those working in the same project (or the same department) with one of the authors are not proposed to be the reviewers of a paper to keep the objectiveness of the review. BESLI does not have a Review Board. Usually, one of the reviewers is a member of the editorial board, while the other is an external expert who is not currently serving on the editorial board of the journal, including reviewers proposed by the author(s) with mandatory approval of their candidacy with the editorial board. The whole manuscript is presented to the reviewers only after their agreement to perform the review and after all personal data of the authors have been removed from the texts of the articles. Reviewers complete their reviews on a special form, which they have to fill in, sign, and return to the editorial team within 20 days of receipt of the manuscript.

Following the review, the article can be:

  • Published unchanged
  • Published with minor changes recommended by the reviewer(s)
  • Returned to the author(s) with recommendations for significant revisions and subsequently re-reviewed
  • Rejected

The reviews are not published or posted with articles and do not appear on the journal website.

The final approval of articles to be published in the current issue of the journal is performed at the meeting of the editorial board.
