https://besli.org/index.php/besli/article/view/79

The article sets out a conceptual framework for how Debt for Adaptation Swaps may be used to help accomplish several complementary goals in support of the long-term reconstruction of Ukraine. Debt for Adaptation Swaps could improve short-term liquidity for mitigating the most threatening environmental damage to Ukraine as a result of the Russian invasion, while contributing to Ukraine’s long-term environmental restoration and economic reconstruction. It examines the potential for linking Debt for Adaptation Swaps to international, compulsory financial compensation claims against the Russian State, as well as internationally sanctioned Russian legal entities or private persons, to secure the long-term funding necessary to fully restore natural capital and reconstruct physical capital. It includes a discussion of the application of international standards of valuation to environmental or economic assets for the purpose of seeking financial compensation.
Paul R. Thomas

https://besli.org/index.php/besli/article/view/74

Before the pandemic, in 2019, 1.5 billion international trips were made in the world – tourism provided seven percent of global GDP, and the entire lockdown-related sector stopped developing without any action. It was a serious blow for the tourism business, which is among the top three in terms of profit among the sectors of the economy. It is clear that this phenomenon will not remain without consequences. Representatives of the tourism business find new directions in the market and transform tourism in a new way. The most global change, naturally provoked by COVID-19, is the reorientation of travelers to domestic destinations. The borders were closed, but people did not have less desire to relax and learn. This trend has developed not only in Kazakhstan but also in other countries of the world, where people were given respite from full quarantine.
Nurshuak KhassenkhanovZhanibek Zhartay

https://besli.org/index.php/besli/article/view/75

The paper describes development trends of women’s entrepreneurship in the second half of the XIX century and in the beginning of the XX century, which are established on the basis of statistic materials, measures taken by the country leaders and the facts, which are of interest for the readers. It is noted that with the transition to market conditions, women’s business developed in the form of “shuttle” business, which, to some extent, mitigated the shortage of consumer goods and helped “shuttle” entrepreneurs and those who provided them with infrastructure to survive. The shuttle business, which was mainly women’s business, helped create initial capital for the further development of women’s classic entrepreneurship. Statistical materials show that the development of women’s business in the subsequent period was notable for its intensity regardless of objective and subjective reasons that created difficulties for female entrepreneurs. The research was carried out as part of a project funded by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan (Grant No. AP14871920).
Gulvira AkybayevaAinash Mussabekova

https://besli.org/index.php/besli/article/view/76

The author describes a comprehensive strategy for Ukraine till 2030 that includes both short- and long-term priorities. In the shorter term, Ukraine’s defense sector needs reorganization and modernization in a number of areas from mobilization to production of drones, along with urgent reforms in other sectors aimed at economic revival, effective state budget planning, and modernization of education. In the longer term, extensive reforms are required to make Ukraine a sustainable, prosperous, and well-defended nation. Economic growth based on Ukraine’s traditionally strong sectors (IT and agriculture), revived defense industry, innovations, structural reforms, upgraded infrastructure, and energy independence should help attract investment, which is a prerequisite for creation of new jobs. Revival of Ukraine’s labor market, along with effective anti-corruption and demographic policies and education reform, are required to retain people in Ukraine and provide an incentive for refugees to come back. As for Ukraine’s Euro-Atlantic integration, there is a need for substantial discussion, work of diplomats, military agencies, experts, civil society, etc., as well as much closer coordination between the Defense and Security Sector and other parts of the government of Ukraine. Ukraine has strategic international importance for global stability, food and energy security. Ukraine needs assistance with bringing aggressors to responsibility. Support of Ukraine by our allies is in the interest of both sides in order to strengthen our collective defense and deterrence.
Sergei Vakarin

https://besli.org/index.php/besli/article/view/77

Environmental terrorism is currently becoming one of the tools of war. In modern realities, no country can be immune from such actions, therefore it is urgent to refine the existing methods and approaches for describing, systematizing, and assessing the consequences of environmental disasters associated with war and conflicts. Under the conditions of wars and active hostilities, the assessment and recording of the consequences is possible under the guarantee of the safety of the observers, therefore, all available materials, including photographs of the territory, should be used for this purpose. In the above study, we tried to systematize the currently known consequences of undermining the Kakhovka dam. Attention was also drawn to the complexity of such consequences, which makes it difficult to assess them in the short and long term.
Liubov ZharovaAnastasiia KinashGlib Buriak
